Residential Apartment Buildings now Exclusively Listed “For Sale” by Penthouse Advisors INC., stipulates per California Law SB 326 and SB 721 2025, all elevated structures, “balconies, decks, porches, stairways, walkways, and entry structures” etc., to be immediately inspected and repaired and Re-inspected every 6 years, thereafter.
Penthouse Advisors INC., collaborates with highly qualified Civil Engineers with a Structural concentration to perform visual, California Law SB 326 and SB 721 inspections, required to inspect 15% of each type of balcony on each building. If and when damage or issues in the 15% sample is found, the Engineer is obligated to inspect/expose the rest of the decks of that type. There may be multiple different balcony types and multiple different building types on a property.
Areas to be inspected and repaired:
- All “balconies, decks, porches, stairways, walkways, and entry structures” with Elevations 6 feet above the ground, extend beyond the exterior walls of the Building, to include Cantilevered floor joists made of wooden structure supports.
- Designed for Resident Use.
Repair Costs of Dangerous Conditions: If in fact during the Engineers inspection, two floors above the ground, dangerous conditions are found, the Engineer will contact Penthouse Advisors INC., to immediately expedite a highly qualified Licensed General Contractor (GC), experienced in Multifamily Properties, to bid on repairing the “balconies, decks, porches, stairways, walkways, and entry structures”.
The total cost of an SB 326 and SB 721 inspection will depend on the size of the complex and the number of elevated elements, but a range of $3,900 to $20,500 is reasonable.
Submission of a General Liability and Worker’s Compensation Insurance certificate is included.
- Structural Engineer: “Initial” Deposit: $3,500. 2 trips to every site. The first would be to identify each location where sampling will be required. The second would be to do the actual inspection.
- Balcony Inspection: $400 per Balcony.
- General Contractor “GC” Bid to repair, Urgent, Dangerous, Conditions: “Initial” Deposit: $650. Upon Property Owner and or Property Management approval and signature of the “GC” estimate, an “Express permit” is pulled with Los Angeles Building Department and Safety LADBS, to immediately begin repairs.
Payments to Penthouse Advisors INC. are made Prior to any work commencing. zelle, credit card, check.
The law states all significant damage that poses an immediate risk to occupants must be repaired at once and submitted to LADBS Department of Building and Safety, code enforcement. If and when the Property Owner will not repair the urgent conditions immediately, Building and Safety, Code Enforcement could levy fines against the property and even file a “building Safety lien”.
